What is HOTO?
The HOTO process is a progressive assurance activity that commences in the project planning and development phase, and concludes at the end of the defects liability period.
To minimise issues during a project’s planning, design and delivery phases, and to efficiently meet HOTO objectives, it is essential that all estate projects satisfy a range of legislative, Defence policy, estate compliance and estate information requirements throughout the phases of the project lifecycle.
Ensuring compliance with these requirements is achieved through early planning and engagement, understanding stakeholder responsibilities, ongoing consultation, applying the Defence HOTO process, and pragmatically reaching agreement on project outcomes between key HOTO stakeholders.

I have the capacity to provide guidance and support to project teams regarding the HOTO process, it’s requirements and interpretation of deliverables in accordance with the Defence Estate Quality Management Systems (DEQMS). I can assist in defining the key requirements relevant to the project specific Project Lifecycle & HOTO Plan and Data Provision Checklist (DPC) throughout the project lifecycle, to ensure that HOTO & DPC activities remain aligned with stakeholder expectations.
